    2016 is too long to wait, too many more years of continued marijuana-related arrests and incarcerations to have to endure, and too many years of the state not getting needed revenue from a tax and regulate system. Why is the legislature wasting time and money worrying about tightening regulations on the medical MJ program, while cutting education budgets, when a tax and regulate bill would make the issues around medical MJ moot and provide much needed revenue? The time to enact a sensible tax and regulate measure in Oregon is now. All that is needed is for the legislature and the governor to act.
