The Committee for Safe Patient Access to Regulated Cannabis is a group of dedicated medical cannabis patients and providers working to put a ballot initiative forward in Sacramento County that will ensure qualified patients have safe and responsible access to regulated cannabis medicines, and provide much needed revenues for public safety, education, and healthcare.

The Patient Access to Regulated Medical Cannabis Act of 2012 would aim to bring cannabis clubs back to Sacramento County, albeit on a smaller scale. The details include:

1. Allowing cannabis dispensaries in the county at the rate of one club per every 25,000 residents. This would create 20 to 25 new dispensaries, as opposed to the 80 to 100 clubs that existed before.

2. Tax all cannabis sales at 4 percent. This tax is comparable to the tax on cannabis levied by the city of Sacramento.

3. Place limits on the types of advertising cannabis dispensaries can use. No more monster-sized pot leaves or cartoons or pinup girls.

4. Mandate that all medical-cannabis dispensaries in the county be at least 1,000 feet from all schools, parks or youth-oriented facilities.

  1. Time to pollenate! Those seeds you might have been storing all year, can come to the region of a working table. Use paper plates. Put paper towel or two on bottom between plate and seeds. Put each hopeful seed, after covered with another two paper towels – all watered to the point of med. wet about 12 inches apart. Put them on or near the most warm place in your house; preferably a deep closet you can insulate, but leave it; don’t peek for at least 3 days. Wa-La! You now need seed cups. They already have a good deal of incentives for vegetable growth, as will you potting soil. Find a couple of floor lamps with 3 lights on them; as your plant will need each of them independently. Putting aluminum foil on top & sides of closet, or 12 inch mirrors if you are handy. Make sure you are using a surge protector with safe connection cord will certainly delight your eyes every time you look in your closet. You will lose very few seeds with this plan; so you must prepare.
